Hard Blow to Authors and Musical Composers

One of the mechanisms that Authors and Musical Compositors possessed to assure payment for the reproductions of their musical creations was the  Article 4 of Executive Decree 23485-MP, through which the municipalities had the duty, to require the payment of the rights to use the music in the commercial establishments before they granted the local goverment permision or patente municipal, in order to operate the commercial activity.

The municipalities of Costa Rica, did not only demanded compliance, but served as a collecting agency for such rights, which were subsequently transferred to the collecting society ACAM, which represents the Authors and Composers.

The immediate reaction of ACAM and international institutions to which it belongs, CISAC, is of great concern, as this was a mechanism which they used for 15 years, so in this week they will meet to analyze the actions to follow.
